On December 9, 2009, President Barack Obama ordered the establishment of Labor-Management Forums as a mechanism to improve the delivery of government services. The purpose of the executive order is to create a cooperative and productive form of labor-management relations throughout the executive branch.
We came across this white paper in February 2010, soon after it was published by Dr. Marick Masters, professor of Business Adminsitration at Wayne State University; Christina Sickles Merchant, Professor of Practice at the Maxwell School, Syracuse University; and Robert Tobias, professor and director for the Study of Public Policy Implementation at American University. We were particularly struck by the commonality between what the authors' research demonstrated is required to build and sustain collaboration, and what our own practice has proven out through our three decades of work in the public and private sectors.
